Council Member

Enid Howard is an Assistant City Attorney for the City of Houston.  She has worked as a municipal attorney since 2008.  Prior to that, she worked as a taxation litigator from 2001-2007 at a Houston area law firm.  Enid practices transactional law, and her practice areas include construction law, procurement, oil and gas law, employment law, taxation, and real estate law.

Enid earned her J.D. in 2001 from Thurgood Marshall School of Law, is admitted to the bars of the State of Texas, the United States District Court for the Eastern and Southern Districts of Texas, the United States Tax Court, the 10th Circuit Court of Appeals and the United States District Court for the Central District of Illinois.
