Murl Miller serves as the Deputy General Counsel for the Litigation and Taxation section of the General Counsel Division of the Texas Comptroller of Public Accounts.    He acts as the Comptroller’s liaison to the Office of the Attorney General and oversees the management of the litigation section, which currently supports 245 lawsuits with a collective estimated value exceeding $18.72 billion.  In addition to investigating, advising and resolving the agency’s diverse litigation exposure via litigation or negotiation, he also serves or advises several boards and committees within the agency.

Murl began his legal career working first as a clerk for the Honorable Mark Bennett in the United States District Court for the Northern District of Iowa.  He subsequently became a partner in the firm of Blackburn, Stevens & Miller Law Office, before establishing his own law firm - Murl E. Miller, Attorney At Law, P.C. in 2001.  In private practice, Murl has extensive experience in business entity formation and governance matters in a wide variety of industries, taxation, contracts, and real estate.  His legal practice featured a specialty of successfully managing large contentious economic development projects from cradle to grave on behalf of three Fortune 500 companies.

Murl received his Bachelor of Arts in History from the University of La Verne; his Master of Science in Education, Policy & Administration from the University of Southern California; and his Juris Doctor from the University of South Dakota School of Law.   He is a Member of the College of the State Bar of Texas.

Murl has been married to his wife Denise for 32 years and they have two adult children, Brittany and Matthew, who have both graduated from college and are pursuing their careers.
