K.O. graduated summa cum laude from the University of Houston with degrees in finance and political science. He received his law degree from The University of Texas School of Law, where he served as Chief Notes Editor of The Review of Litigation and received the Outstanding Editor Award. K.O. is presently serving as the City Attorney of Irving, Texas. He previously worked as the Deputy City Attorney and a Senior Assistant City Attorney for the City of Irving; as an Assistant City Attorney for the City of Houston, where has was the recipient of the Ed A. Cazeras Award for Excellence and Professionalism in Municipal law; and as an associate at Taylor, Olson, Adkins, Sralla & Elam, L.L.P., in Fort Worth.
He is on the board of the Texas City Attorney’s Association, on the Council of the Government Law Section of the State Bar of Texas, and a former Chair of the Government Law Section of the Dallas Bar Association. His career has been exclusively in the representation of cities in Texas, and he practices in all areas of municipal law.
